To be honest, I refuse to classify Atlee as Terra strictly because DC writers only did so to appease editor-in-chief Dan Didio & his "Old Faces, New Friends" campaign of reviving classic characters, but yet, deciding to have newcomers portray the roles as opposed to the actual characters themselves.

In fact, in using Atlee as a prime example, she wasn't originally planned to be the 3rd iteration of Terra following the death of the 2 prior incarnations, she was just another female meta human with earth manipulation powers, especially since Atlee existed as a brunette heroine with none of the baggage which both blond versions of Tara Markov had kept, never mind the fact that Atlee would never, ever join any of the Titan teams whatsoever, largely because she felt that every time a "Terra" joins the Titans, they die, even though the first Terra was an irredeemable harpy (I duly ignore the stupid retcon claiming Slade drugged the first Terra, because she was originally intended by Marv Wolfman & George Perez to be the one stringing along both the New Teen Titans [namely, shapeshifter Changeling/Beast Boy in particular for obvious reasons, not to mention her personal hatred for Raven, since the latter was the only one who could sense Terra's consummate evil due to Raven having to regularly internally combat her own literal inner demon whilst choosing to remain a true heroine in spite of her paternal demonic bloodline, whereas there was no worthy justification nor valid explanation as to why the original comic iteration of Tara Markov was the way she was, she was simply just a backstabbing whore who intentionally deceived the Titans to find out their standalone weaknesses & uncover their closely guarded secrets] as well as fellow paid mercenary Deathstroke [Slade, for his part, did really love the earthbender despite their canonical relationship being morally wrong, so Tara Markov deliberately used this to her advantage, only for Jericho to possess his father's body & swiftly backhand Terra, making the insane geomancer think Deathstroke had "gone soft"/turned face on her] meanwhile gleefully taking equal part in shared sordid taboo "irrational jail bait meets family man pedophile" sexual intercourse with the aforementioned Slade Wilson that she cites as "training" to maintain better control over her unstable powers, for in the source material that was the comic books, she certainly was not a weak-willed person whom Deathstroke toyed with like her 2003-2006 animated counterpart [who still betrayed the Titans in favor of Slade & actively attempted to kill them with no regrets, with her only showing remorse simply because the cartoon was rated TV-Y7 & thusly, aimed at younger adolescent children, never mind the fact that both network television censors alongside social interest media watchdog organizations would've, no doubt, attempted to get the show cancelled long before the other 3 seasons could air if the animated version of Terra were anything remotely mirroring the sick-minded skank of the source comics, so the show runners had to make her much more relatable and far more likeable so that she'd come across as less of a traitorous bitch with no redeeming qualities to her core character ala her true characterization & actually be more like her actually heroic Terra II doppelganger [who was sacrificially killed by Black Adam falcon-punching straight through her torso, instantly killing her] even though the story arc being adapted was a watered-down take on The Judas Contract & so, as such, not only did the show's creators have to find a way to make sure the betrayal still carried enough emotional weight with child audiences, they likely had to make Terra considerably nicer than her loathed comic counterpart for the sake of the TV Y-7 rating of the cartoon itself, but in addition to that, the show runners decided to make her demise in the season 2 finale more symbolic and less matter-of-fact than how the original comic version of Terra died [which was that she eventually lost the plot entirely & her own powers finally rebelled against her, causing her to bring down the HIVE compound everybody was in in an attempt to kill everyone, only to succeed in taking her own life, with a heartbroken Changeling cradling her limp body after he pulled it out from beneath the rubble & naturally, being the one responsible for creating the engraved dedication plaque that comic book Tara Markov never honestly deserved whatsoever, even if the betrayal was never leaked to the mass media or the wider public at large, as they were falsely told that Terra tragically died a heroine when she was never a true heroine in the first place to begin with]), whereas the 2nd Terra wound up suffering an identity crisis emotional breakdown (this was upon discovering that the initial origin she believed she had [1st Origin of Terra II: She was an alternate reality Terra pulled from the future the displaced Team Titans came from] was a false memory implanted in her by the time-traveling baddie Time Trapper, meanwhile the 2nd origin she was given of being the first Terra with her memories wiped or strongly suppressed wasn't what she thought herself to be [Nonetheless, this 2nd origin did appear to have some credibility when Terra II visited the grave site of the first Terra just to find the statue bust of the first Terra conspicuously gone, the ground surrounding the grave was freshly dug up, and the casket that was supposed to contain the corpse of the first Terra was not only wide open, but the casket's contents was suspiciously empty, causing Terra II to scream in sheer horror with tears streaming down her face at the strong possibility that she really could be the first Terra with her past record scrubbed clean when Terra II knew damn well that the first Terra only cared about herself over anyone else & had no real redeemable traits at all, whereas Terra II herself was written to be a truly heroic version of Tara Markov reincarnated & even harbored unrequited romantic feelings for Beast Boy, but he didn't reciprocate for obvious reasons; He was still hurt from The Judas Contract betrayal & couldn't necessarily see himself dating Terra II because she was biologically a clone of the original in spite of her positive alignment, but on top of that, BBXRAE had become canon when Terra II made her debut during the 2003-2011 "New Earth" pre-New 52 comic timeline & BB had no intentions of ever leaving Raven for Terra by this point]) only to be one-shot killed instantly by Black Adam punching straight through her torso in a blind fit of unbridled rage.

However, after Terra II's death & the short-lived existence of Power Girl's earth-bending tag team partner Atlee being branded the 3rd Terra (again, this in spite of the fact she wasn't Tara Markov revived yet again, she didn't join the Titans nor Deathstroke at all during her existence, and she didn't have the emotional baggage of her 2 blond predecessors) because of a mandate forcibly imposed upon the comics by chief editor Dan Didio (this is on account of the fact that before Dan Didio's edict came into effect, Atlee was supposed to be her own standalone character, not be given the moniker of a previously established character), Tara Markov would last resurface in the old pre-New 52 timeline as an undead zombie resurrected by the power of the Black Lantern ring & this version of the blond geomancer would be a composite of both the first Terra & Terra II, showcasing the surface level niceties of Terra II but retaining the conniving traitorous heart of the first Terra, which was why she specifically targeted Beast Boy (Unfortunately for him, Raven was in a comatose state at this time, so she was unable to assist him in fighting his former love who came back from beyond the grave, but as luck would have it, Beast Boy had gotten wiser as he grew up, so he saw through Tara Markov's lies & immediately morphed into a lion before tearing her apart right down the middle) and her half-brother Geo Force (After she pulled herself back together to seek out her half-brother Brian, he immediately recognized how his dead sister was basically doing the bidding of the one in control of the original Black Lantern ring, so he used his own earth manipulation powers to trap his undead sibling in a cement cocoon replica of herself [an obvious callback to the ending of the 2003-2006 cartoon's 2nd season finale]).

When the Blackest Night saga was over & all of the other dead people the Titans & those around them (for example, Slade "Deathstroke" Wilson & Ravager [Slade's illegitimate daughter Rose, who was the 3rd to take up the Ravager mantle] had to battle the reanimated corpses of Slade's first wife Adeline Kane [Adeline had been Slade's army superior before she married him & gave birth to their two sons Grant & Joseph, who would respectively become the first Ravager & the mute hero Jericho, but upon finding out about Slade's second life as the ruthless paid mercenary Deathstroke, Adeline fired a live round of bullets towards the husband she no longer knew with the intent of killing him, however the stray bullet that landed only took out one of Slade's eyes; In contrast, Rose's mother, Lillian Wentworth, was merely a one night stand affair Slade had in Mexico whilst being paid to murder a reformed cartel mob boss, but Lilly was too innocent for either Slade or her own daughter, because when she paid with her life defending the infant Rose from the goons of HIVE villain The Jackyl, the latter had Rose kidnapped without Deathstroke knowing that he even had a daughter & he likewise manipulated Rose into fighting against her own father, who was actually doing the right thing by attempting to save both of his children from The Jackyl's clutches after finding out that the female assassin wearing a female equivalent to his own Deathstroke costume was his daughter, who was being manipulated by The Jackyl to serve as bodyguard over the cell holding her mute brother Jericho captive], Slade's oldest son Grant [He had been the original Ravager who had died trying to take out the Titans at the behest of the HIVE crime syndicate, which is why Slade has a personal vendetta against the Titans in the first place], Slade's butler Wintergreen [the Alfred to Slade's Batman in the metaphorical sense, even though Bruce Wayne forever is The Dark Knight & he's even fought Deathstroke on occasion, although Slade's more of Dick Grayson's nemesis than he is a member of Batman's Rogues Gallery], a corrupted version of Jericho's soul, and Rose's uncle whom Rose had taken the Ravager mantle from [he's simultaneously the secret identity of rival comic company Marvel's own comedic "merc with a mouth", Deadpool, who's a perpetually revived joke-spewing Deathstroke spoof], Wade Wilson) cared about had returned back to their earthly graves, the stone statue prison that entombed Tara Markov's zombie corpse smashed to the ground, with Tara Markov now a lifeless mess of rotting flesh, broken bones, and a shattered Black Lantern duplicate ring before withering away to dust, for as The Holy Scripture says, "You are dust & unto dust you shall return."
